Fintan Halpenny c847a16e14 radicle: return iterator types for db policies
Instead of collecting the results and returning the collection as an
iterator, introduce `FollowPolicies` and `SeedPolicies` types, which
implement `Iterator`.

Note that a call in `service` changed due to the lifetime borrow. It
simply `collect`s into a `Vec` for the time being.

Fintan Halpenny 6940ac42be radicle: reverse lookup for AliasStore
Provide functionality to lookup the `NodeId`s associated with a given
`Alias`.

The use for this functionality is to allow callers to use aliases as
shorthands for `NodeId`s, but still refer to the exact identifier.

The implementation allows for searching using the `LIKE '%<pattern>%'`
queries in sqlite, so searches do not have to be exact matches.

radicle: Fix clippy warnings around `unwrap`
The policy should be that we don't use unwraps outside of test code,
unless we have a good reason to.

cli: add `rad unblock` command
Add the `rad unblock` command for reversing the effect of blocking an NID or RID.

In both cases, the entry is removed from the DB, if the policy was set to block
-- otherwise it is a no-op.

node: Simplify configuration
This is a change to the `config.json` file which removes certain options
that are best not touched and changes some options to make them easier
to work with.

1. We change the default journaling mode to "wal" and remove the config
   option.
2. We remove the option to set the peer connection "target", as it's not
   a good idea to set this to a different value, as it affects the
   network.
3. We combine seeding policy & scope, since there's no need to set the
   scope when the policy is "block". In that case, we always want to
   block "all" remotes. The new policy configuration has the following
   schema:

   { seedingPolicy: { default: "block" | "allow", scope?: "all" | "followed" } }

   The "scope" key is not used when "default" is set to "block".

4. We add an `extra` field to the node config for options that are not
   recognized. We use this to warn the user.

Fix code around default policies
Make the code a little clearer and ensure that we are always calling the
`Config` and not the `Store`, so that we fallback on the default policy.

cli: Improve `rad remote add`
By default, this command now:
* Follows the peer if not already followed
* Syncs refs of the peer, if it wasn't followed before
* Fetches refs into working copy

This functionality can be disabled via `--no-sync` and `--no-fetch`.
