Fintan Halpenny caf9e241a6 cli: fix outputs
- `format!` was missing for the `"No seeds found"` message, so the `{rid}` was not being formatted.
- Missing a space between the seed and the timing.

Fintan Halpenny 924b93283c cli: change announcement message
We ensure that the message of total synced seeds changes when we go over the
replication factor target. This can happen if the node is still waiting to
announce to a preferred seed, and other results are still being returned.

Fintan Halpenny 5b4cbc2cd8 radicle: introduce announcer
Similar to the `Fetcher` sans-IO approach, an `Announcer` sans-IO approach is
introduced. The previous `Handler::announce` was already quite close to using a
sans-IO approach, but using internally held state. This change makes the
business logic more reusable – and testable.

Similarly to the `Fetcher`, the `Announcer` is configured and then driven by
telling it when nodes have been synchronized with. It will continuously check if
it has reached its target, yielding to the caller to decide whether to keep
going. In contrast, it also provides a way to mark the process as timed out,
since announcing relies on waiting for events to come back in a timely manner.

Fintan Halpenny eec4dd4505 radicle: improve sync fetching
This patch changes separates the business logic of fetching from the process of
fetching itself. It does this through a sans-IO approach, where a `Fetcher`
provides the necessary state to help drive a fetch forward, without performing
any of the IO itself.

What the `Fetcher` cares about is:
- What nodes are going to be attempted to be fetched from
- In what order should they be attempted
- When should the fetching process be considered finished

The `Fetcher` is then used in `radicle-cli` to drive forward the `sync::fetch`
function, allowing it to only care about the IO.

Fintan Halpenny de1958fab0 radicle: refactor doc
The aim of this change is to make the `Doc` type more safe to use by approaching
the design via [Parse don't validate][[0]] approach.

The problem with the previous approach was that all field were `pub` and thus a
`Doc<Verified>` could easily be mutated and serialized. Granted, the code that
used the serialization would tend to verify the `Doc` first, however, this
approach *ensures* that only a verified `Doc` can be serialized. It also meant
that trying to add new data that would follow the parse approach would require
more generic parameters on top of the existing `PhantomData` parameter, i.e. we
need to do something like: `Doc<RawField, V> -> Doc<ValidField, V>`.

The new approach splits the type into two separate types: `RawDoc` and `Doc`.
The former is allowed to be mutated at will, and uses types that are less
strict. The latter is the valid type that can only be constructed by validating
a `RawDoc` (or the `initial` constructor). The `Doc` type's fields can then only
be accessed by read-only methods.

Solves the problems above by only allowing mutations to `RawDoc`, as well as,
new fields being added to `RawDoc` which are then validated via
`RawDoc::verified`.

cli: Add `--from` and other options to `rad seed`
Gives the same options to `rad seed` as `rad sync --fetch`.

Allows seeding and syncing from specific seeds in one command:

  rad seed <rid> --from <nid>

Useful for seeding private repos on public nodes.

cli: Simplify private repo fetching
* Remove `rad sync --force` flag
* Remove `rad clone --private` flag

These flags are no longer necessary. Simplify specifying which seed
to fetch from with `--seed` is enough.

cli: Improve UX for cloning/fetching private repos
When `--private` is passed to `clone`, we force a fetch from nodes that
aren't known seeds.

When it isn't specified, we skip nodes that aren't known seeds, even if
they are in the preferred seeds list. Previously, we would still fetch
from them, which would cause errors.

cli: Include all nodes we can announce to on sync
Previously, we only kept tracked of unsynced nodes we were connected to.
Now we track all unsynced nodes, since announcements are relayed.

We also cap the replicas to exit earlier in case of very low replica
count.

We distinguish between the cases:

a) There are no seeds at all.
b) There are no seeds to announce to despite the user wanting a higher

Instead of waiting for *all* configured/preferred seeds to be synced,
we wait for at least one.

Note that the previous behavior can still be used by setting
`--replicas` appropriately.

cli: add control flow for announcement
To allow `rad sync` to break early from the call to `announce`,
control flow is introduced for the callback.

In `rad sync`, the number of synced nodes is checked against the
`replicas` -- if specified -- and sends a `Break`.

cli: Improve `rad remote add`
By default, this command now:
* Follows the peer if not already followed
* Syncs refs of the peer, if it wasn't followed before
* Fetches refs into working copy

This functionality can be disabled via `--no-sync` and `--no-fetch`.

cli: sync on patch and issue updates
When we perform updates to cobs we tend to want to sync those changes
to the network after. This patch automatically does this for
operations that perform updates to issues and patches.

Note that `--announce` becomes the default for the `rad patch`
command.
