Previously, our advertized inventory was not always correct: when we
stopped seeding a repository, it was still advertised as part of our
inventory until node restart, because the `Storage` type doesn't have
access to seeding policies.
In this change, we remove the concept of inventory from `Storage` and
make the authoritative place for it the routing table in our database.
To make this work, we have to add our node to the database on profile
creation, to not violate the foreign key constraint on the routing
table. Hence, the tests are changed to include our alias which is now
always available.
To make things a little more consistent, move the `rad self --address`
command to `rad node config --addresses`, since it's more about
externally-facing configuration of the node, rather than your local user
or profile.
To keep behaviour consistently under subcommands, move the `rad node
seeding` behaviour under `rad seed`. When an `<rid>` isn't
provided then the seeded repositories are listed.

following` behaviour under `rad follow`. When an `<nid>` isn't
provided then the followed nodes are listed.
This includes filtering by alias, when `--alias` is used.

Split the commands and change the naming.
* Tracking a repo is now called "seeding"
* Tracking a peer is now called "following"
In this commit, we don't change most of the internal code, only the
user-facing part.
Only return once the connection is established or failed.
It's still not perfect, as several failure scenarios are not handled,
but it's an improvement.
When tracking a repository with the `--fetch` option, we run a fetch
once the tracking is done.
When tracking nodes, we don't accept the `--fetch` flag, as there may
not be a repository to fetch.
The method `track_repo` only accepted the RID as the argument for
tracking.
Instead, allow passing Scope as an argument for tracking a
repository.
