radicle: use rlim_t when working with limits
rlimit values have different types on Linux and FreeBSD, as well as
64-bit and 32-bit platforms, so stick to the type rlim_t provided by the
libc crate.

radicle: Fix file limit setting for FreeBSD
On FreeBSD systems, the file limits are of type `i64` in comparison to
`u64` on Linux systems.

Also fix `rad web` command name on Windows and FreeBSD.

Don't ever decrease rlimit
In case the rlimit is already higher than the desired number, we leave
it as-is.

node: Increase process ulimit on start
Users have been having issues with the process soft file limit.
We set that to a reasonably high value to avoid problems.
