Fintan Halpenny f90421a6bb cli: sync on patch and issue updates ... When we perform updates to cobs we tend to want to sync those changes to the network after. This patch automatically does this for operations that perform updates to issues and patches. Note that `--announce` becomes the default for the `rad patch` command.
