Fintan Halpenny ee9ee69130 cli: move rad review to rad patch ... It is more natural for the review command to exist as a subcommand of patch, since the reviews are for patches. Remove the `rad review` command, moving its functionality to the `rad patch` command. The rad-patch.md and rad-review-by-hunk.md tests are modified to use the `rad patch review` command.
