Handle arbitrary COBs.

First create an issue.

$ rad issue open --title "flux capacitor underpowered" --description "Flux capacitor power requirements exceed current supply" --no-announce

$ touch REQUIREMENTS
$ git add REQUIREMENTS

 create mode 100644 REQUIREMENTS

Patch can be listed.
